Bakan Yusuf TEK\u0130N, bas\u0131na konu\u015fmalar\u0131 s\u0131ras\u0131nda T\u00fcrkiye\u2019de, halen \u00e7al\u0131\u015fmakta olan \u00f6\u011fretmenleri kastederek<strong><em> \u201cD\u00fcnyan\u0131n hi\u00e7bir taraf\u0131nda bu kadar b\u00fcy\u00fck bir \u00f6\u011fretmen kitlesi, kamu taraf\u0131ndan fonland\u0131r\u0131lm\u0131yor.\u201d<\/em><\/strong> ifadesi kullanm\u0131\u015ft\u0131r<strong>. \u201cFonlama\u201d<\/strong> ifadesi bir finans terimdir. Bakan TEK\u0130N\u2019in kulland\u0131\u011f\u0131 anlam\u0131 ise daha \u00e7ok <strong>\u201ckitle fonlamas\u0131\u201d<\/strong> tan\u0131m\u0131na uygun g\u00f6r\u00fcnmektedir. <strong>\u201cKitle fonlamas\u0131\u201d<\/strong>, <strong>\u00e7ok say\u0131da bireyin k\u00fc\u00e7\u00fck ba\u011f\u0131\u015flarla bir yat\u0131r\u0131m\u0131 desteklemesi <\/strong>anlam\u0131na gelmektedir. Bakan TEK\u0130N\u2019in, bu s\u00f6zc\u00fc\u011f\u00fcn anlam\u0131n\u0131 bilmiyor olaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fclemeyece\u011fine g\u00f6re, \u00f6\u011fretmenlere verilen maa\u015flar\u0131, \u00fcrettikleri hizmetin kar\u015f\u0131l\u0131\u011f\u0131 de\u011fil de ba\u011f\u0131\u015f gibi de\u011ferlendirdi\u011fine ili\u015fkin kamuoyunda s\u00fcren tart\u0131\u015fmalar s\u00f6z konusudur.<br>&nbsp;<br>Bakan TEK\u0130N, \u00f6\u011fretmenler hakk\u0131nda \u201cfonlanma\u201d ifadesi kulland\u0131\u011f\u0131na g\u00f6re burada kastetti\u011fi kesimin, devlet okullar\u0131nda \u00e7al\u0131\u015fmakta olan \u00f6\u011fretmenler oldu\u011fu anla\u015f\u0131lmaktad\u0131rdur.<br>&nbsp;<br>\u00d6te yandan Bakan TEK\u0130N, yine bas\u0131na yapt\u0131\u011f\u0131 konu\u015fmalarda T\u00fcrkiye\u2019de <strong><em>\u201c\u015fu an derslik ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131n\u0131n 22 oldu\u011funu\u201d <\/em><\/strong>da s\u00f6ylemi\u015f; <strong><em>\u201c\u00f6\u011fretmen ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131n\u0131n da 13-14\u2019lere kadar d\u00fc\u015fm\u00fc\u015f durumda\u201d<\/em><\/strong> oldu\u011funu belirtmi\u015ftir.<br>&nbsp;<br>Bilindi\u011fi gibi M.E.B. Strateji Geli\u015ftirme Ba\u015fkanl\u0131\u011f\u0131, her y\u0131l e\u011fitim istatistiklerini yay\u0131nlamakta, bu istatistiksel veriler, <strong><a href=\"https:\/\/sgb.meb.gov.tr\">https:\/\/sgb.meb.gov.tr<\/a> <\/strong>internet adresinden kamuoyuyla payla\u015f\u0131lmaktad\u0131r.<br>&nbsp;<br>En son yay\u0131nlanm\u0131\u015f olan&nbsp; istatistikler, M.E.B. Strateji Geli\u015ftirme Ba\u015fkanl\u0131\u011f\u0131n\u0131n 2022-2023 \u00f6\u011fretim y\u0131l\u0131na ili\u015fkin olan verilerdir. 2022-2023 istatistiklerine g\u00f6re T\u00fcrkiye\u2019de <strong><u>resmi kurumlarda<\/u> \u00f6\u011frenim<\/strong> g\u00f6rmekte olan toplam \u00f6\u011frenci say\u0131s\u0131 <strong><u>15.887.296\u2019<\/u><\/strong>d\u0131r. Ayn\u0131 \u00f6\u011fretim y\u0131l\u0131nda resmi kurumlarda okul say\u0131s\u0131n\u0131n <strong><u>60.734<\/u><\/strong>, toplam derslik say\u0131s\u0131n\u0131n da <strong><u>613.785<\/u><\/strong> oldu\u011fu belirtilmektedir. Yine ayn\u0131 \u00f6\u011fretim y\u0131l\u0131nda resmi okullarda (t\u00fcm kademelerde) g\u00f6revli \u00f6\u011fretmen say\u0131s\u0131n\u0131n ise, <strong><u>974.488<\/u><\/strong> oldu\u011fu g\u00f6r\u00fclmektedir.<br>&nbsp;<br>MEB istatistikleri g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, T\u00fcrkiye\u2019deki devlet okullar\u0131nda 2022-2023 \u00f6\u011fretim y\u0131l\u0131nda derslik ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131 <strong><u>15.887.296 \/ 613.785 = 25,88<\/u><\/strong> ki\u015fidir. <strong>Oysa Bakan TEK\u0130N, bu rakam\u0131 22 olarak ifade etmi\u015ftir. Bakan TEK\u0130N\u2019in belirtti\u011fi gibi devlet okullar\u0131nda s\u0131n\u0131f mevcutlar\u0131n\u0131n 22\u2019ye d\u00fc\u015febilmesi i\u00e7in, halen 613.785 olan derslik say\u0131s\u0131n\u0131n, 720.000 olmas\u0131, yani, mevcut derslik say\u0131s\u0131na en az 106.000 derslik daha eklenmesi gerekmektedir.<\/strong><br><strong>&nbsp;<\/strong><br>Ayn\u0131 verilere g\u00f6re T\u00fcrkiye\u2019deki devlet okullar\u0131nda \u00f6\u011fretmen ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131 ise <strong><u>15.887.296 \/ 974.488 = 16,30 <\/u><\/strong>ki\u015fidir. Ayr\u0131ca \u00f6\u011fretmen ba\u015f\u0131nda d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131nda s\u0131n\u0131f i\u00e7inde e\u011fitim \u00f6\u011fretim faaliyetini y\u00fcr\u00fcten \u00f6\u011fretmen say\u0131s\u0131 esas al\u0131nd\u0131\u011f\u0131nda durum biraz daha farkl\u0131l\u0131k g\u00f6stermektedir. Toplam 60.734 okul oldu\u011funa g\u00f6re, her okulda 1 m\u00fcd\u00fcr, 1 de m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131 oldu\u011fu varsay\u0131ld\u0131\u011f\u0131nda, toplam \u00f6\u011fretmen say\u0131s\u0131n\u0131n en az 120 bini fiilen s\u0131n\u0131f i\u00e7i e\u011fitimden uzakt\u0131r. Bu durumda s\u0131n\u0131flar baz al\u0131nd\u0131\u011f\u0131nda ise \u00f6\u011fretmen ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131 <strong>18,5\u2019e<\/strong> kadar y\u00fckselecektir. En iyi olas\u0131l\u0131kla bile 16\u2019n\u0131n \u00fczerinde olan bu say\u0131y\u0131 Bakan TEK\u0130N, <strong><u>13-14<\/u><\/strong> olarak a\u00e7\u0131klam\u0131\u015ft\u0131r. Bakan TEK\u0130N\u2019in s\u00f6yledi\u011fi gibi <strong>\u00f6\u011fretmen ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131n\u0131n 13-14 olabilmesi i\u00e7in devlet okullar\u0131ndaki \u00f6\u011fretmen say\u0131s\u0131n\u0131n en az 1.200.000 olmas\u0131 gerekmektedir.<\/strong> Oysa mevcut durumda resmi devlet okullar\u0131nda okul y\u00f6neticileri d\u00e2hil \u00e7al\u0131\u015fan toplam \u00f6\u011fretmen say\u0131s\u0131 <strong>974.488<\/strong>\u2019dir. Yani Bakan TEK\u0130N\u2019in iddia etti\u011fi gibi \u00f6\u011fretmen ba\u015f\u0131na 13-14 \u00f6\u011frenci d\u00fc\u015febilmesi i\u00e7in 2022-2023 istatistiklerinde yer alan mevcut \u00f6\u011fretmen say\u0131s\u0131na ek olarak <strong>en az 225.000 \u00f6\u011fretmenin daha devlet okullar\u0131na atanmas\u0131 gerekmektedir.<\/strong><br><strong>&nbsp;<\/strong><br><strong>Bu ba\u011flamda;<\/strong><br><strong>&nbsp;<\/strong><br>1- Bakan TEK\u0130N, \u00f6\u011fretmenler i\u00e7in ifade etti\u011fi <strong>\u201cfonlanma\u201d<\/strong> kavram\u0131 ile neyi kastetmi\u015ftir?
