Bu \u00f6\u011fretmenlerin MEBB\u0130S sistemine dahi kaydedilmemesi, \u00f6\u011fretmen kimlik kart\u0131 verilmeyi\u015fi, promosyon hakk\u0131ndan yararland\u0131r\u0131lmamalar\u0131 ve sendikal s\u00fcre\u00e7lere eri\u015fimde kar\u015f\u0131la\u015ft\u0131klar\u0131 engeller, stat\u00fcs\u00fcz ve g\u00fcvencesiz \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131n kurumsalla\u015fm\u0131\u015f h\u00e2le geldi\u011fini g\u00f6stermektedir.<\/p>\n\n\n\n<p>\u00dccretli \u00f6\u011fretmenlik uygulamas\u0131, bug\u00fcn bir\u00e7ok b\u00f6lgede \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131n\u0131n kal\u0131c\u0131 bir \u00e7\u00f6z\u00fcm\u00fc olarak kullan\u0131lmakta; bu durum kadrolu istihdam\u0131n daralt\u0131lmas\u0131, e\u011fitim emek\u00e7ilerinin eme\u011finin de\u011fersizle\u015ftirilmesi ve \u00f6\u011fretmenler aras\u0131nda derin bir e\u015fitsizlik yaratmaktad\u0131r. Bir\u00e7ok yerde \u00fccretli \u00f6\u011fretmenlerin ge\u00e7inebilmek i\u00e7in ikinci bir i\u015fte \u00e7al\u0131\u015fmak zorunda kalmas\u0131, ek ders \u00fccretinin temel \u00fccret gibi sunulmas\u0131, \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131n a\u011f\u0131rla\u015fmas\u0131na ra\u011fmen \u00f6zl\u00fck hakk\u0131 verilmeyi\u015fi, \u00f6zel e\u011fitim s\u0131n\u0131flar\u0131nda g\u00f6rev yapan \u00fccretli \u00f6\u011fretmenlere %25 art\u0131r\u0131ml\u0131 ek ders \u00fccretinin uygulanmamas\u0131 gibi bir\u00e7ok sorun varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrmektedir.<\/p>\n\n\n\n<p>Bu ko\u015fullar, yaln\u0131zca e\u011fitim emek\u00e7ilerinin ekonomik ve sosyal haklar\u0131n\u0131 de\u011fil, e\u011fitim hizmetinin niteli\u011fini de olumsuz etkilemektedir. \u00d6\u011fretmenlerin d\u00fc\u015f\u00fck \u00fccret, g\u00fcvencesizlik ve belirsizlik i\u00e7inde \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131; motivasyon, i\u015f doyumu ve mesleki ba\u011fl\u0131l\u0131k a\u00e7\u0131s\u0131ndan ciddi riskler do\u011furmakta; \u00f6\u011fretmen devams\u0131zl\u0131\u011f\u0131 ve sirk\u00fclasyon oranlar\u0131n\u0131 art\u0131rarak \u00f6\u011frencilerin e\u011fitim hakk\u0131n\u0131 da zay\u0131flatmaktad\u0131r. Ayr\u0131ca \u00fccretli \u00f6\u011fretmenlerin istismar edildi\u011fi, g\u00f6rev tan\u0131m\u0131 d\u0131\u015f\u0131nda sorumluluklar verildi\u011fi, baz\u0131 durumlarda psikolojik bask\u0131 ve ayr\u0131mc\u0131l\u0131\u011fa maruz kald\u0131\u011f\u0131 vakalar kamuoyuna yans\u0131maktad\u0131r.<\/p>\n\n\n\n<p>\u00d6\u011fretmenlik Meslek Kanunu ve uluslararas\u0131 s\u00f6zle\u015fmeler, \u00f6\u011fretmenlerin maddi ve \u00f6zl\u00fck haklar\u0131n\u0131n iyile\u015ftirilmesini devletin y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc olarak tan\u0131mlarken, \u00fccretli \u00f6\u011fretmenlerin mevcut durumu bu y\u00fck\u00fcml\u00fcl\u00fcklerle a\u00e7\u0131k bir \u00e7eli\u015fki olu\u015fturmaktad\u0131r. UNESCO-ILO Ortak Tavsiye Kararlar\u0131, \u0130nsan Haklar\u0131 Evrensel Bildirgesi\u2019nin 23. maddesi ve Anayasa\u2019n\u0131n 49. ve 55. maddeleri, e\u015fit i\u015fe e\u015fit \u00fccret, insana yak\u0131\u015f\u0131r \u00e7al\u0131\u015fma ko\u015fullar\u0131 ve sosyal g\u00fcvenlik hakk\u0131n\u0131n g\u00fcvence alt\u0131na al\u0131nmas\u0131 gerekti\u011fini a\u00e7\u0131k\u00e7a vurgulamaktad\u0131r.<\/p>\n\n\n\n<p>Bu \u00e7er\u00e7evede Milli E\u011fitim Bakanl\u0131\u011f\u0131\u2019n\u0131n y\u0131llard\u0131r kronikle\u015fmi\u015f bu soruna y\u00f6nelik kapsaml\u0131 bir politika geli\u015ftirmemesi, \u00fccretli \u00f6\u011fretmenlerin \u00e7al\u0131\u015ft\u0131klar\u0131 s\u00fcrelerin kadro hakk\u0131, KPSS puan\u0131na ek puan, s\u00f6zle\u015fme ve atama s\u00fcre\u00e7leri ile ili\u015fkilendirilmemesi, ayr\u0131ca ge\u00e7mi\u015f d\u00f6nem hak kay\u0131plar\u0131n\u0131n giderilmesine y\u00f6nelik herhangi bir d\u00fczenleme yap\u0131lmamas\u0131 b\u00fcy\u00fck bir eksiklik olarak de\u011ferlendirilmektedir. Toplumsal ve hukuki sorumluluk gere\u011fi, Bakanl\u0131\u011f\u0131n bu g\u00fcvencesiz \u00e7al\u0131\u015fma modelini sona erdirmesi ve t\u00fcm \u00f6\u011fretmenlerin kadrolu, g\u00fcvenceli ve e\u015fit haklara sahip \u015fekilde istihdam edilmesini sa\u011flayacak somut bir yol haritas\u0131 olu\u015fturmas\u0131 gerekmektedir.<\/p>\n\n\n\n<p><strong>Bu ba\u011flamda a\u015fa\u011f\u0131daki sorular\u0131n yan\u0131tlanmas\u0131 gerekmektedir.<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Bakanl\u0131\u011f\u0131n\u0131z\u0131n kay\u0131tlar\u0131na g\u00f6re 2024-2025 e\u011fitim-\u00f6\u011fretim y\u0131l\u0131nda ders \u00fccreti kar\u015f\u0131l\u0131\u011f\u0131nda g\u00f6revlendirilen \u00fccretli \u00f6\u011fretmen say\u0131s\u0131 ka\u00e7t\u0131r? Bu \u00f6\u011fretmenlerin il baz\u0131nda da\u011f\u0131l\u0131m\u0131 nedir?<\/li>\n\n\n\n<li>Asgari \u00fccretin alt\u0131nda gelir elde eden \u00fccretli \u00f6\u011fretmenlerin bu g\u00f6rev kar\u015f\u0131l\u0131\u011f\u0131nda elde ettikleri gelirin iyile\u015ftirilmesine ili\u015fkin y\u00fcr\u00fctt\u00fc\u011f\u00fcn\u00fcz bir \u00e7al\u0131\u015fma var m\u0131d\u0131r?
