Ancak Resm\u00ee Gazete\u2019de yay\u0131mlanan 2026 Y\u0131l\u0131 Yat\u0131r\u0131m Program\u0131\u2019nda, ayn\u0131 projenin maliyetinin 69 milyar 980 milyon TL\u2019ye y\u00fckseldi\u011fi g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Aradan ge\u00e7en k\u0131sa s\u00fcre i\u00e7inde proje maliyetinin yakla\u015f\u0131k 16,5 kat artmas\u0131, kamu kaynaklar\u0131n\u0131n etkin, ekonomik ve verimli kullan\u0131lmas\u0131 ilkesinin ihlal edilip edilmedi\u011fi sorusunu g\u00fcndeme getirmi\u015ftir.<\/p>\n\n\n\n<p>5018 say\u0131l\u0131 Kamu Mali Y\u00f6netimi ve Kontrol Kanunu uyar\u0131nca kamu idarelerinin, kamu kaynaklar\u0131n\u0131 planl\u0131, \u015feffaf ve hesap verebilir bi\u00e7imde kullanma y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc bulunmaktad\u0131r. Buna ra\u011fmen, s\u00f6z konusu projede maliyet art\u0131\u015flar\u0131n\u0131n hangi teknik, ekonomik ve hukuki gerek\u00e7elere dayand\u0131\u011f\u0131 kamuoyuna a\u00e7\u0131k ve denetlenebilir bi\u00e7imde a\u00e7\u0131klanmam\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>\u00d6te yandan, 20 Aral\u0131k 2025 tarihinde ger\u00e7ekle\u015ftirilen ihale, Kamu \u0130hale Kanunu\u2019nda istisnai bir y\u00f6ntem olarak \u00f6ng\u00f6r\u00fclen pazarl\u0131k usul\u00fcyle yap\u0131lm\u0131\u015f ve ihale 48 milyar 199 milyon TL bedelle sonu\u00e7lanm\u0131\u015ft\u0131r. Daha \u00f6nce benzer y\u00f6ntemlerle ger\u00e7ekle\u015ftirilen altyap\u0131 projelerinde ya\u015fanan ciddi b\u00fct\u00e7e sapmalar\u0131, bu projede de kamu zarar\u0131na yol a\u00e7abilecek bir s\u00fcrecin i\u015fletilip i\u015fletilmedi\u011finin titizlikle incelenmesini zorunlu k\u0131lmaktad\u0131r.<\/p>\n\n\n\n<p>Ayr\u0131ca, projeye ili\u015fkin y\u0131ll\u0131k 10 milyon yolcu kapasitesi \u00f6ng\u00f6r\u00fcs\u00fcn\u00fcn hangi fizibilite \u00e7al\u0131\u015fmalar\u0131na dayand\u0131\u011f\u0131, b\u00f6lgedeki mevcut ve planlanan di\u011fer havalimanlar\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda bu kapasite tahmininin ger\u00e7ek\u00e7i olup olmad\u0131\u011f\u0131 da kamuoyunun yan\u0131t bekledi\u011fi temel sorular aras\u0131ndad\u0131r.
