Bakanl\u0131\u011f\u0131n verilerine g\u00f6re T\u00fcrkiye\u2019de 5.341.932\u2019si Temel E\u011fitim Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcne ba\u011fl\u0131 ilkokullarda, 16.092\u2019si \u00d6zel E\u011fitim ve Rehberlik Hizmetleri Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcne ba\u011fl\u0131 okullarda, 346.434\u2019\u00fc \u00f6zel \u00f6\u011fretim kurumlar\u0131nda, 20\u2019si ise ilkokul d\u00fczeyindeki m\u00fczik ve bale okullar\u0131nda ilkokul d\u00fczeyinde <strong>toplam 5.704.483 \u00e7ocuk<\/strong> e\u011fitim g\u00f6rmektedir.<\/p>\n\n\n\n<p>Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131n\u0131n 30 Eyl\u00fcl 2025 tarihinde yay\u0131mlad\u0131\u011f\u0131 <em>\u201c2024-2025 E\u011fitim \u00d6\u011fretim Y\u0131l\u0131 \u00d6rg\u00fcn E\u011fitim \u0130statistikleri\u201d <\/em>ba\u015fl\u0131kl\u0131 a\u00e7\u0131klamada, ilkokulda net okulla\u015fma oran\u0131n\u0131n y\u00fczde 95,43 oldu\u011fu belirtilmi\u015ftir. Bu oran ile Bakanl\u0131\u011f\u0131n a\u00e7\u0131klad\u0131\u011f\u0131 toplam ilkokul \u00f6\u011frenci say\u0131s\u0131 birlikte de\u011ferlendirildi\u011finde, T\u00fcrkiye\u2019de ilkokul \u00e7a\u011f\u0131nda yakla\u015f\u0131k 5.977.662 \u00e7ocuk bulundu\u011fu; bunlar\u0131n yaln\u0131zca 5.704.483\u2019\u00fcn\u00fcn herhangi bir e\u011fitim kurumuna devam etti\u011fi anla\u015f\u0131lmaktad\u0131r. Buna g\u00f6re, ilkokul \u00e7a\u011f\u0131nda bulunan en az 273 bin \u00e7ocu\u011fun herhangi bir okulda kayd\u0131n\u0131n bulunmad\u0131\u011f\u0131 ya da fiilen e\u011fitim sistemi d\u0131\u015f\u0131nda kald\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.<\/p>\n\n\n\n<p>OECD\u2019nin 2025 tarihli <em>Education at a Glance<\/em> raporunda, OECD \u00fclkelerinin \u00e7o\u011funda zorunlu e\u011fitim \u00e7a\u011f\u0131ndaki 6\u201314 ya\u015f grubunda okulla\u015fma oran\u0131n\u0131n y\u00fczde 98\u2019in \u00fczerinde oldu\u011fu belirtilmektedir. T\u00fcrkiye\u2019de ilkokul d\u00fczeyinde net okulla\u015fma oran\u0131n\u0131n y\u00fczde 95,43\u2019te kalmas\u0131, zorunlu e\u011fitim \u00e7a\u011f\u0131ndaki \u00e7ocuklar\u0131n e\u011fitime eri\u015fimi bak\u0131m\u0131ndan T\u00fcrkiye\u2019nin OECD \u00fclkelerinin gerisinde kald\u0131\u011f\u0131n\u0131 g\u00f6stermektedir.<\/p>\n\n\n\n<p>\u0130lkokul d\u00fczeyinde yakla\u015f\u0131k her 20 \u00e7ocuktan 1\u2019inin sistem d\u0131\u015f\u0131nda kalmas\u0131, basit bir istatistik sel sonu\u00e7 de\u011fildir. Bu durum, Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131n\u0131n zorunlu e\u011fitim \u00e7a\u011f\u0131ndaki \u00e7ocuklar\u0131 tespit etme, okula y\u00f6nlendirme, devam durumlar\u0131n\u0131 izleme ve okuldan kopu\u015fu \u00f6nleme y\u00fck\u00fcml\u00fcl\u00fcklerini ne \u00f6l\u00e7\u00fcde yerine getirdi\u011fine dair ciddi bir denetim konusudur. \u00d6zellikle yoksulluk, \u00e7ocuk i\u015f\u00e7ili\u011fi, mevsimlik tar\u0131m i\u015f\u00e7ili\u011fi, k\u0131rsal b\u00f6lgelerde okul kapatmalar\u0131, ta\u015f\u0131mal\u0131 e\u011fitime ba\u011f\u0131ml\u0131l\u0131k ve dezavantajl\u0131 \u00e7ocuklar\u0131n e\u011fitime eri\u015fim sorunlar\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda, bu tablo Bakanl\u0131\u011f\u0131n anayasal ve yasal sorumlulu\u011funu daha da
