Ad\u0131 ge\u00e7en yap\u0131lanman\u0131n yay\u0131nlar\u0131, internet sitesi ve sosyal medya hesaplar\u0131 incelendi\u011finde bu yap\u0131 ile bir siyasi parti aras\u0131ndaki organik ba\u011f \u00e7ok a\u00e7\u0131k \u015fekilde g\u00f6r\u00fclmektedir.<\/p>\n\n\n\n<p>\u00dclk\u00fc Ocaklar\u0131 temsilcilerinin okullarda panel, konferans vb vermeleri, s\u0131n\u0131flara girerek dersteki \u00f6\u011frencilere hitaben konu\u015fmalar yapmalar\u0131, belli bir siyasi parti propagandas\u0131n\u0131n okullar arac\u0131l\u0131\u011f\u0131yla yap\u0131lmas\u0131 anlam\u0131na gelmektedir. Bu kapsamda okullarda ger\u00e7ekle\u015ftirilen \u00e7al\u0131\u015fmalar\u0131n, e\u011fitimin genel ama\u00e7lar\u0131yla, pedagojik ilkelerle, \u00f6\u011frencilere bili\u015fsel ve mesleki yeterlik kazand\u0131rma hedefiyle herhangi bir ilginin olmad\u0131\u011f\u0131, yap\u0131lan\u0131n bir siyasal partinin ideolojisi do\u011frultusunda devletin kurumsal g\u00fcc\u00fcn\u00fc de kullanarak \u00e7ocuklar\u0131 bi\u00e7imlendirmeye y\u00f6nelik oldu\u011fu son derece a\u00e7\u0131kt\u0131r. Propagandan\u0131n hedefinde bulunan bu okullardaki \u00f6\u011frencilerin tamam\u0131na yak\u0131n\u0131 \u00e7ocuk ya\u015ftaki bireylerden olu\u015fmaktad\u0131r.<\/p>\n\n\n\n<p>Milli E\u011fitim Temel Kanunu\u2019nda T\u00fcrk Milli E\u011fitiminin Temel Ama\u00e7lar\u0131 s\u0131ralan\u0131rken Madde 2-(2)\u2019de <strong><em>\u201cBeden, zihin, ahlak, ruh ve duygu bak\u0131mlar\u0131ndan dengeli ve sa\u011fl\u0131kl\u0131 \u015fekilde geli\u015fmi\u015f bir ki\u015fili\u011fe ve karaktere, h\u00fcr ve bilimsel d\u00fc\u015f\u00fcnme g\u00fcc\u00fcne, geni\u015f bir d\u00fcnya g\u00f6r\u00fc\u015f\u00fcne sahip, insan haklar\u0131na sayg\u0131l\u0131, ki\u015filik ve te\u015febb\u00fcse de\u011fer veren, topluma kar\u015f\u0131 sorumluluk duyan; yap\u0131c\u0131, yarat\u0131c\u0131 ve verimli ki\u015filer olarak yeti\u015ftirmek\u201d<\/em><\/strong> h\u00fckm\u00fcne yer verilmi\u015ftir.<\/p>\n\n\n\n<p>Ayr\u0131ca Bakanl\u0131\u011f\u0131n\u0131za ba\u011fl\u0131 e\u011fitim kurumlar\u0131n\u0131n, Devlet Memuru stat\u00fcs\u00fcnde olan ve yine Bakanl\u0131\u011f\u0131n\u0131z taraf\u0131ndan atanan okul m\u00fcd\u00fcrleri taraf\u0131ndan y\u00f6netildi\u011fi bilinmektedir. Bakanl\u0131\u011f\u0131n\u0131za ba\u011fl\u0131 okullar\u0131 y\u00f6neten okul m\u00fcd\u00fcrlerinin de tabi oldu\u011fu 657 Say\u0131l\u0131 Devlet Memurlar\u0131 Kanununun 7. Maddesinde, <strong><em>\u201cDevlet memurlar\u0131 siyasi partiye \u00fcye olamazlar, herhangi bir siyasi parti, ki\u015fi veya z\u00fcmrenin yarar\u0131n\u0131 veya zarar\u0131n\u0131 hedef tutan bir davran\u0131\u015fta bulunamazlar; g\u00f6revlerini yerine getirirlerken dil, \u0131rk, cinsiyet, siyasi d\u00fc\u015f\u00fcnce, felsefi inan\u00e7, din ve mezhep gibi ay\u0131r\u0131m yapamazlar; hi\u00e7bir \u015fekilde siyasi ve ideolojik ama\u00e7l\u0131 beyanda ve eylemde bulunamazlar ve bu eylemlere kat\u0131lamazlar.\u201d<\/em><\/strong> denilmektedir.<\/p>\n\n\n\n<p>Yine 657 Say\u0131l\u0131 Devlet Memurlar\u0131 Kanununun disiplin h\u00fck\u00fcmlerini d\u00fczenleyen 125. Maddesi de okul y\u00f6neticilerinin uymakla m\u00fckellef oldu\u011fu mevzuat h\u00fck\u00fcmleridir. 657 Say\u0131l\u0131 Kanunun 125-D-(e) Maddesinde <strong><em>\u201cG\u00f6rev yeri s\u0131n\u0131rlar\u0131 i\u00e7inde herhangi bir yeri toplant\u0131, t\u00f6ren ve benzeri ama\u00e7larla izinsiz kullanmak veya kulland\u0131rmak,\u201d<\/em><\/strong> ayn\u0131 kanunun 125-D-(\u0131) maddesinde <strong><em>\u201cG\u00f6revin yerine getirilmesinde dil, \u0131rk, cinsiyet, siyasi d\u00fc\u015f\u00fcnce, felsefi inan\u00e7, din ve mezhep ayr\u0131m\u0131 yapmak, ki\u015filerin yarar veya zarar\u0131n\u0131 hedef tutan davran\u0131\u015flarda bulunmak\u201d, <\/em><\/strong>yine ayn\u0131 kanunun125-D-(o) Maddesinde de <strong><em>\u201cHerhangi bir siyasi parti yarar\u0131na veya zarar\u0131na fiilen faaliyette bulunmak\u201d<\/em><\/strong> eylemleri disiplin su\u00e7u olarak tan\u0131mlanm\u0131\u015f ve disiplin yapt\u0131r\u0131m\u0131 \u00f6ng\u00f6r\u00fclm\u00fc\u015ft\u00fcr.<\/p>\n\n\n\n<p><strong>Bu ba\u011flamda;<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Bir\u00e7ok ilde \u00dclk\u00fc Ocaklar\u0131 E\u011fitim ve K\u00fclt\u00fcr Vakf\u0131 temsilcilerinin okullarda \u00f6\u011frencilere d\u00f6n\u00fck y\u00fcr\u00fctt\u00fckleri faaliyetler, hangi yasal mevzuat \u00e7er\u00e7evesinde s\u00fcrd\u00fcr\u00fclmektedir?<\/li>\n\n\n\n<li>Bir siyasi partiyle organik ba\u011f\u0131 olan her kurulu\u015fun, Bakanl\u0131\u011f\u0131n\u0131za ba\u011fl\u0131 okullara girip propaganda ve tan\u0131t\u0131m yapmas\u0131, kendi yay\u0131nlar\u0131n\u0131 da\u011f\u0131tmas\u0131, \u00f6\u011frencileri kendi kurumlar\u0131na \u00fcye olmaya zorlamas\u0131 yasal a\u00e7\u0131dan m\u00fcmk\u00fcn m\u00fcd\u00fcr?<\/li>\n\n\n\n<li>Bakanl\u0131\u011f\u0131n\u0131za ba\u011fl\u0131 okullar\u0131 belli bir siyasi partinin propaganda alan\u0131 haline getirildi\u011finin fark\u0131nda m\u0131s\u0131n\u0131z?<\/li>\n\n\n\n<li>Devlet okullar\u0131nda belli bir ideolojik dayatman\u0131n mevcut oldu\u011fu bir\u00e7ok ilde velilerin devlet okullar\u0131ndan uzakla\u015farak \u00f6zel okullara y\u00f6neldi\u011fi ifade edilmektedir.
